So Tier2 households can't meet indoors in pubs.

Can't tier1 and/or 2 households go to a pub in a tier1 area? Technically against the rules I think but will the pub even ask? Won't only pubs in tier2 bother enforcing one table per household and even then how can they really do it? They're so desperate for trade are they really going to tell people to fuck off if they can't provide a utility bill and ID ffs?
