Default Digital Economy Bill

So it looks increasingly likely this bill will pass with a majority of MPs voting to pass, including the conservative front bench. Hopefully the Lords will reject it, but perhaps not.

For those not so in the know the bill will cover these are the main bullet points
  • The functions of the Ofcom
  • The online infringement of copyright, including copyright and performers’ rights and about penalties for infringement
  • Internet domain registries
  • The functions of the Channel Four Television Corporation
  • The regulation of television and radio services
  • The regulation of the use of the electromagnetic spectrum
  • The Video Recordings Act 1984
  • Public lending right in relation to electronic publications
  • The bill proposes adding a clause to the Communications Act 2003 with the effect that internet service providers could be forced to disclose details of their customers who repeatedly infringe copyright, on production of sufficient evidence, to copyright groups or face a fine of 250,000 for non-compliance.
  • ISPs to be required to block access to sites that allow "substantial" infringement.

If this bill is passed in its current constitution then i imagine a large number of people on this forum are going to have to sit down and make a serious decision about the way they continue to use the web.

Bear in mind this bill is one of more than ten others, being considered in the remaining time before the legislature is dissolved. Many more knowledgeable people than I, say this means the bill will not receive the scrutiny it deserves.

If this bill is passed, I for one will stop downloading stuff. Sure I download using SSL, but it doesn't take too many braincells to wonder why I'm downloading all these *film title*DVDRip.nzb or torrents (and that will be all the evidence it takes to make the ISP hand over my details). That's if the sites you get your torrents and nzb's from hasn't already been put on the list of sites the government will force ISPs block.

What are your views on the bill, will it change your internet habits, do you think it will even pass?

It had to end some day. I can remember when it used to be legal to copy computer games and all digital media at that, only the manuals were copyrighted. The corporations have too much lobbying power, eventually they always get what they want.

This tbh. I am more disturbed by the speed at which this pile of shit has got through Parliament rather than the ridiculous stipulations within it.

The Lords usually have sense though. Even if it were to pass, everything would go completely SSL. That is, indexing sites (some are already). Then encrypted DNS would finish it off.

Something does need to chance because piracy is massively damaging to our creative industries. Chatting to a couple of mates down the pub on Tuesday who are independent games designers, you stick the name of one of their titles in google and you get torrent results on the first page. What a joke.

We need people to realise they need to spend money on their media, or we will just get mass market crap that is guaranteed a return.

People understand, but are unwilling to pay. TBH I think people get fed up of being "stung" with DVD prices. 34.99 and then several months later they are 5 in the bargain bin. People really question the value of a disc you'll probably only stick in your DVD player a handful of times, especially when the cost of manufacture is so low.

It's why I rarely pirate games, I feel the price is fair. Also, I feel less guilty ripping Hollywood off for a tenner (let's assume 100% price of an average DVD in HMV even went straight to Hollywood) when they're breaking records and have multi-million dollar budgets for their next films. I know it's not always as black and white as "Well Hollywood are rich fuckers so nerrr" but you can see why people are jaded.

I can see the case for indie game developers, but it is fucking hard to feel sorry for James Cameron when Avatar made what was it, $2bn at the box office? Yet they'll still sell you the Blu Ray for 20 until Xmas.

I can't believe there are not tighter controls on the minimum number of MPs required to pass legislation through the Commons. Only 1/3rd of MPs showed up for this vote and now, apart from the formality of Royal Assent, it is effectively law!

You're looking at the two extremes there though Pyle, in between you have workers in their respective industries who are being hit in the pocket. I'm certainly not in favour of the bill in its current state, nor with the way it has sped through but something does need to change.

The problem is we still haven't arrived at a point where we have on demand in a format where we can really pick and choose what we watch. I envisage a future where people actually subscribe to content producers output, hopefully producing a new golden age in independent tv and film.
