The scale of your scheme sounds right, local councils elected by local people developing infrastructure locally for potential national and international gain, if it succeeds great, if it doesn't then they can be voted out. This applies on a national level too, the way the EU operates is not like this and it does not have a mandate from the people, if its projects are not cost effective or are simply giving money to already rich people I do not see a mechanism to stop this in the current system.

Germany is the driving force for the EU, all of it's policies since 1945 have been laced with liberal guilt for what it did during the war, so Europe is being driven by this Liberal Social Democracy.
